
The pepper spray is seen today has a long history dating back to long ago in ancient dynasties in China and other Asian cultures. Of course, our pepper spray modern day is not the same as before, but both are still very similar.
The first documented use of peppers as a weapon of defense is in China and India. Chinese Warriors ground pepper wrapped in rice paper and throw it in the face of his antagonizers temporarily disorient and disarm. Ninja even used it as a way of disabling your opponents! Maybe that's where they get the stories of missing ninja, peppers, if you have in your eyes, I doubt you would see in a ninja running around!
The first use of pepper spray in the police have been in the Empire of Japan Tukagawa. Japanese police who pepper in a box and when people were convicted, they would be tortured by having flown in the face. This weapon was called "metsubishi" (not not be confused with the famous make of car).
The use of pepper spray as a modern tool of self defense was not until 1980 when it was legalized for use primarily not by the police, but for American workers ext. The police in fact did not use the substance until the late 1980s and early 1990s. The FBI is one of the first agencies employment, followed closely by the NYPD. It has undergone many changes since ancient China and has become much more regulated since.
